Government should regulate the health insurance scheme  and the  health insurance coverage should be for the entire  population, starting with lower socio economic starta and the monthly  contribution should not be more than  Rs.10/month/person and  he/she will be insured for all types of operation starting from appendices to heart surgery. 
Today over 70 per cent of the health care needs of our country is taken care of by the private sector. Governments have great difficulty in running health care industry since it has today become as sophisticated as software industry. The prediction is that within the next 5 or 10 years most of the government hospitals will become sick since their way of running this organisation involves 90 per cent of budgetary allocation being given for salaries. There is very little money left for upgrading the facilities or creating a comparative environment.
